When an alarm fires, the worker calls these numbers in order until one is answered + acknowledged. Format: 10 digits, US (+1 prepended automatically).
Alarms from devices not in this list get suppressed at the worker (no call).
Per-alarm-type kill switch. Disabled alarms publish but never call.
